1930s countertop model advertising jockstraps or athletic supporters. The company is called Clifton. The model is a little over 2 feet tall and is basically naked except for the jockstrap. There are one or two chips on the plaster finish, however the main issue is with the right arm which has quite a few bits of chipping and greasing of the surface where it looks like it may have been dropped at some point but it is not major and I feel it does not detract from the piece.
